Here are my current settings for this chip

vCore 1.15v (a pretty normal value, can go as high as 1.4 pretty safely). I'm still in the process of lowering this and testing for stability.
CPU PPL 1.84v (norm is 1.800 and the safe max is 1.880)
QPI/uncore: 1.35v (1.35 is the safe max)
DRAM: 1.65v (1.65 is the safe max)
IOH core 1.2v (norm is 1.1 safe max is around 1.3 depending on your motherboard)
IOC core 1.0v (norm is 1.1 safe max is around 1.3 depending on motherboard)
Note in overclocking the core i7 the QPI voltage is pretty much the most important value to raise. In fact some motherboards will raise this and the DRAM voltage (it needs to be raised for DDR3-1666) automatically (on my gigabyte x58-udr3 this is known as "extreme memory mode"). You actually don't need to raise vCore that much (I see lots of posts on the internet with people running them ~1.35v). In fact the best way to overclock this processor is to first turn down the multiplier all the way (so the chip is running at like 1.6ghz). Turn up the bClock to 190 or 200 (whatever (make sure you turn down the DRAM multiplier too!) you are going for and find the voltages you need for QPI/uncore, DRAM, IOH and IOC. Once that is stable, then start bumping up the CPU multiplier and the vCore voltage as needed. I did get mine up to 4.4ghz, stable, but decided the fans were too loud at that setting.
With these settings my CPU never gets over 70C (the set point for my motherboard fan control) and the fan is still not too loud. At idle it stays at 54C, but is completely silent (I have the heat-sink fans being controlled by the motherboard). Note anything up to 85 is probably perfectly fine for a core i7, though 70 is a good target.
edit: it actually got cooler. I never believed the whole "artic silver needs to cure" line, but this CPU is now running 40C idle (and silent) and 65C full-load (slightly noisier).
